Can't call Canadian Gov't 800 number
I tried to call the Canada Revenue Agency for which there isn't an Ottawa number, only the 800 number, ie. 1-800-959-5525. As I am trying to end my connection with Bell Canada, but can't until these government numbers are available???

Unfortunately, dialing the number from my magicjack 900 number did not go through this morning either. I tried the asteriks, but that didn't connect me either. The error message was that the number I had dialed was not available from my calling area; a female voice stated the error message 0032.
Thanks for your suggestions, perhaps someone from Magic Jack is reading this. I believe I have waited long enough for the information for the area code to be populated in the computers that connect everything.

I call that exact number all the time - I have never had a problem getting through. I just tried it right now to confirm that it still works.
It might not be a MagicJack problem.
It might be that the CRA has blocked incoming calls from certain numbers. Any 1-800 number can specify what incoming calls they are willing to accept. Some will accept calls only from certain countries, specific provinces and/or states, or specific area codes. I wasn't aware of it before, but maybe they can specify which exchanges as well.
I'm not sure what you mean, but are you saying that your number is 416-900-xxxx?
It doesn't make sense that CRA would intentionally block that number, but is it a new exchange? Maybe the CRA caller id, or the CRA telephone company doesn't recognize it or something like that.
Try calling them from another phone and asking why your call from the other number is not available from your calling area, or ask what error message 0032 means.

maybe I'm missing something, but no one has posted whether they're using a CDN or USA area code: from my reading, and experience since I had/have both, USA area code will NOT call CDN 800 numbers, and CDN area code will NOT call USA 800 numbers ( and then some are good internationally to really mix things up
)

The owner of a 1-800 can specify what incoming calls they are willing to accept - since they are paying the long distance.
Thus some Canadian 800 numbers will block calls from outside Canada, and some American 800 numbers will block calls from outside the US.
In my experience, most 800 numbers work for both US and CDN numbers, but occasionally the owner restricts the incoming calls.
In either case, the number that the original poster asked about works for both CDN and US numbers. I call it all the time - about once a week - from both my CDN work phone and my US number magicjack.
Workers Compensation Board 1-800 numbers, for example, have restricted my MagicJack from calling because it is outside their designated calling area, but then I just call them on the direct non-toll free number, and get through just fine. Most of the time when a 1-800 number is provided, a direct phone number is also provided. It's this CRA business inquiries line that is causing the original poster a problem because it doesn't have a direct phone number.
FYI to the original poster - I found this on the CRA website for the e-services help desk:
"If you're calling from outside Canada and the United States, call us collect at 709-772-8371"
That would imply that their 1-800 number should be good for all of US and Canada.
That local number is not direct to the business inquiries line, it is for the e-services desk (GST/HST NETFILE, GST/HST TELEFILE, Filing Information Returns Electronically, Represent a Client, or Payroll Deductions Online Calculator) but they may be able to help you or transfer you.
Another thing to try would be to call the 1-800-959-5525 with another phone, tell them you can't get through because the message says you are not in the calling area, and ask them what the direct phone number is to reach them.
